When most the Grim Reaper, they expect someone tall, menacing, and dressed all in black, glaring at them with a skull face as he wields his scythe in preparation to end another life. Though Death can be these things, at times even downright murderous when angered enough, the only things Death on a normal basis has in common with that mental image are "tall" and "dressed all in black".
In the eight hundred years of being bound to Death City, Death developed a more carefree personality. Often times cheerful and goofy, he usually gives the impression of a smiling face hiding behind the cartoonish skull mask he wears. He's friendly and very conscientious to how nervous he can make humans due to his very nature as an embodiment of what mortals fear most: death itself. His relaxed attitude also carries a love of puns, particularly visual ones.
While he possesses a generally easy-going nature, it's wrong to believe that he's careless. Death takes his job very seriously despite appearances and will do everything he can to ensure that the balance of the world is upheld. This also means that if he must, he will send others to fight and perhaps die on his behalf which leads to endless frustration.
Death is confident in his abilities, seeing himself as one of the most powerful beings on Earth. (As a death god, such an assessment isn't without some measure of accuracy.) However, he himself cannot usually fight on the front lines or go in person to dispatch those souls who'd become so corrupt that they strayed from the path of humanity due to his soul being bound to Death City. He usually is the one who must sit back and simply watch as his agents perform the job that he himself should be doing.
In well over 800 years of life, Death has extensive experience and therefore is willing to give advice when sought though not always in the most direct way. He may speak in riddles or simply say something that, on the surface, sounds silly. It is up to the person listening to figure out what he means specifically.
While Death is quick to annoy (usually punishing that person with a Reaper Chop to the head), he is slow to truly anger. However, as can be expected of a god, Death's wrath can be truly terrible. When he was betrayed by Asura who'd become a kishin (a demon god of madness), he tore all of Asura's skin off and used it to make a bag for his exsanguinated body and soul.
However, Death is not merely a god. He is also a single, often very busy father raising a most unusual son. While he loves Death the Kid deeply, Death cannot always see eye-to-eye with him. For example, he keeps secrets from his son. Over time, this has created a rift between the pair, and Death has mentioned before the first trip to the moon that he fears he'll never see his son smile again. The pair do share a connection via souls, allowing Kid to contact him directly without the use of a mirror and quite possibly in transferring power from his father though Kid seems unaware of the latter fact.
[Abilities]
As not just a reaper but a fully-fledged one at that, Death shares many of his son's abilities with some variations and additional powers. However, very little is actually known for sure on all of his abilities, so this list is a compilation largely based on observation and with some assistance from the Soul Eater Wiki.
Soul Perception -- Death can see the shape and personality of a person's soul along with their strength though the witches' Soul Protect technique can disguise them. He also can determine people's locations (though full range is unknown) and changes in emotional state via this ability.
Flight -- Death can summon little skulls like his mask to create a set of jets for him to use to fly.
Mirror Communication/Transportation -- Death can communicate with others via mirror as either an individual call or a general broadcast. Others can contact him directly by simply writing the number 4242-564 into a reflective surface. In addition, Death can transport himself via reflective surface to anywhere else with a reflective surface though he has never used this to leave Death City due to being bound to it.
Reaper Body -- Death's body seems to be made up of shadows for the most part. He can take a significant amount of damage and still be able to recover. He's incredibly strong and flexible, able to squash and stretch his body in a variety of ways. It's reasonable to assume that he's immune to most poisons and weather conditions like his son. It is unknown whether or not Death has a human form like Kid, but judging from Mosquito's comment that Kid's stripes were incomplete, marking him as a child, Death very likely possesses one along with a complete set of Sanzu Lines though he does not use it for whatever reason. He can also store a variety of objects--including his own massive hands--within his body though most of these objects are used for visual puns.
Konso -- Death can store souls within himself and even confiscate them from others.
Reaper Chop -- Most often used when annoyed by someone, Death brings down one of his massive hands in a karate chop on his intended target: usually that person's head. However, it can be a powerful blow when used in combat.
Shockwaves -- Death pulls in a massive amount of energy through the three holes in his mask and releases it as a destructive blast which decimates anything in front of him. This produces shockwaves which can follow the path of an affected item to its conclusion, doing considerable damage.
Shadow Skull Arms -- Death can summon shadowy claws with skull faces from his body. It can be assumed that this is a slash and grabbing attack which Death implies may be the attack that tore the skin from Asura's body.
Skull Shield -- A large energy shield resembling Death's mask which can be increased and decreased in size by Death's will. He can even use it offensively in order to try and crush an opponent with it. By holding up a hand behind the shield, he can strengthen it and even use that hand as an additional backup shield.
Soul Resonance -- Like any other Meister, Death can combine his soul wavelength with a human Weapon to increase its power. However, he only uses those who have collected ninety-nine evil souls and the soul of one witch to attain the rank of Death Scythe. It's possible he can't use a normal Weapon, most likely due to his soul's wavelength being that of a god which could possibly overwhelm the Weapon.

I'm very willing to nerf Death's abilities since, wow, balance issues if the mods request it. Any suggestions by them are welcome.

My name is--Whoops! [The camera view bounces as the Dreamberry falls. Death goes to pick it up between two enormous fingers.] As I was saying, my name is Lord Death, and I seem to have--Dammit!
[The mask's eyes narrow as the camera view once again bounces around. Again, the two fingers come down to pick it up.]
All right. Trying this again. My name is--Now this is just irritating!
[The camera has again fallen, and the figure leaning over it has a rather large white hand out in a karate chop position.]
I think a few good Chops should fix you!
[A large white hand comes down on the Dreamberry, forcibly ending the call.]

Death gazed up at the sky, contemplative. The barrier of his soul wasn't here, after all. If he wanted to, he could zoom up into the sky and fly wherever he wished like he hadn't done in over eight hundred years.
On a whim, he summoned the jets, lifting himself up as he looked towards one of the clouds drifting idly by. Mentally, he counted down the distance to where his soul was out of habit. Back home, it was a necessity so that he didn't hit it like a fly on a windshield. Really, it was hardly dignified for a death god to run into his own soul.
He stopped just short of where the barrier would be, hovering there for several minutes. The cloud he was chasing continued to float on, unaware that its pursuer had paused. It was one thing to know that he could move beyond that distance. It was another thing to be able to bring himself to try. He kept picturing himself bumping into that barrier. After all, he'd done it often enough after he'd first bound his soul to keep Asura imprisoned.
He closed his eyes and took a deep breath, deciding that if he didn't look, perhaps he could force himself to try this one time. The jets roared and he zoomed upwards for several seconds before he risked re-opening them and looking down.
Somarium sat below him like a child's play set waiting to be toyed with. He'd gone well beyond where the edges of his soul should be.
For several minutes, he hovered there, allowing this fact to sink in. Then he gave a whoop and shot towards the cloud again, ducking and weaving in its puffy canyons for no reason but the sheer joy of it. Of course, he was stuck here instead of in Death City but he would enjoy what freedom he had while he could.
[Why do you want to play this character in Somarium?] I discovered via Dear Mun that Death is amazingly fun to play. Since I love playing against Laena's Kid, I figure perhaps it might be fun for father and son to have a reunion.
[Which rule was your favorite and why?] Tied between "no playercest" and "no god-modding" in this case. I play Liz from the Soul Eater manga already, but she and Death aren't as closely linked as Death and Kid. However, I know I still need to be cautious. "No god-modding" is a bit trickier since, well, Death is a fully-fledged god and his powers go to borderline ridiculous. Again, I know I need to be cautious to strike a balance where he's neither too weak nor overpowered.
[Where did you hear about Somarium?] Laena's initial enabling. I also play three characters there already.
